Diplomatic Victory

I just completed my first game on GC32-Crucade (normal diff, large map, ~180 turns) w/ a conquest victory. But I wanted to explore combining conquest w/ diplomatic options to maybe shorten the game. The problem was that I never got the diplomatic option to form any alliances w/ the AI players. I had the technology that said that alliances was empowered, but again, the option never came up on the diplomatic menu. So can someone clue me on the formula (or procedure) for activating diplomacy as an option for victory?

To get an alliance you need to have 9 points of "trust" with a race, usually by promising friendship, appointing diplomats and forming trade routes with them. After some turns if the race leader will call you saying that the relationship between you two has improved you'll get one point. Once you have 9 you can propose the alliance through the trade interface.

@AegisWolf78 is correct.  Once you researched the Alliance tech, it should have shown up in the diplomacy window (on your side) when talking to another civ, but was probably greyed out.  If you hover the mouse pointer over it, you should get a tooltip that tells you your relationship status in terms of the relationship points.

Nice game. Fine strategic depth, and superb strategic "feel". Quite refreshing after the overpriced, misdesigned, and undersupported mess that is Civ 6.
