Linking Espionage with Trade Routs

Hello!

I'm trying to create a mafia style Civ that specializes in information brokering. One of the key features is that they will generate a minor amount of passive espionage along trade routs. (And maybe a smaller amount through tourism.)

The issue is I have no clue how to link two completely separate things such as trade routs and espionage.

This idea sounds like it requires an engine change. 'Espionage' isn't really quantified except in the information tiers and technology theft progress, and that number is faction-wide rather than planet-wide. So how espionage points specific to one planet would work, I have no idea.

Right, I was not planning on anything that complex. Far more of:

Each trade rout I have with X civ generates 1/f spies worth of espionage with them.

 

The side idea of tourism would be more along the lines of:

Tourism above a certain threshold generates espionage with all known civs. (With maybe a small inclusion of a multiplier based on their race traits.)
