Trying to give TEC and Advent access to Phase Gates

I've been trying to duplicate the changes in this post:

As far as I can tell I've done everything correctly. But, when I boot up the game it sits at the initial loading screen and then crashes.. I'm not sure if anyone still checks these forums. But, I could really use some help! Thanx.

My Enhanced 4X mod already has this as an "optional minimod" if you're interested.

non-Vasari Phase Gate: Allows factions other than the Vasari build phase gates to warp between all connected planets, but at a much higher cost.
