Garrison Management

I am finding I want a Garrison on a planet but have none left so I need to get a General or live with it.

I would like to remove a G from a planet that does not need it and put it on one that does.

I understand that this would lower some things on planet A; but the trade off may be worth it.

Or build more legions using the Military Academy building.
