Is there a way...

One of the most irritating features in GCIII is the surrender of a faction to someone other than the faction they are at war with. Can you imagine Germany surrendering to Switzerland to end WWII?

Is there a way to mod the game to require that surrenders are only possible to the faction that you are at war with? I don't have great modding skills. If it is too complicated I might have to wish the job to someone that does have the skills. :)

Does anyone else have a problem with this?

I have enough of a problem with it that I turn surrenders off.  If a mod could be made, I'd be interested.

Well the Free French forces went to England after France surrendered in WWII.  ;)

I could tolerate surrender of remaining fleets to a third party, but the real estate belongs to me.

The conditions for the third party would be that they are an ally of the defeated faction and also at war with the victorious faction, as UK was in the cited example.

Or they are also at war with the defeated faction.  They choose which victor to surrender to.

Yesterday a civ surrendered to me because I was the only person who was ever nice to them. That was pretty cool.

( I didn't tell them I already had transports on the way over )
