Old Impulse purchase

Hi, I decided to install Gal Civ II on my recently purchased laptop, and I purchased it on Impulse, which became Gamestop.  Apparently gamestop has stopped allowing people to download games already purchased on the platform.  

Does anyone else have this issue and a workaround on how to obtain your copy? Or am I just out of luck and need to repurchase it somehow?
