A lot of layers and work to make Steampunk stuff. While you are learning and doing all that work why not apply it to one of your Xion skins designs. Would look cool. Better yet I will give you a WB startmenu template and you can use that. lol.
A Xion skin I had already planned on doing. And a WB template to start with. Oh yeah...that would be cool. The screenshot would be a wallpaper then other skins to follow.

Yup. Tutorial says pay attention to layer order......lotta layers. LoL
