Game Bug - using quanta to increase rad capacity for PHC

So if I want to make some fancy play and stockpile rad fast as phc, I simply press the quanta button and -85 quanta is taken away and may proceed to lose the game

So please fix this bug. It only occurs if the first thing you try is to increase rad storage!
