Orbital Abilities

Hi, I'm looking to change the base/increment cost of the orbital abilities. Does anyone know where this information lives? I found the "research" costs in a file called ..\Assets\GameCore\Research.csv

However, I've been unable to locate similar information for the Orbital Abilities.

Anybody know where I should look? Thanks.
