Suggestions for United Planets

1) Civilizations that have left the UP should not be allowed to trade, I include here trade by freighters and diplomacy, with those that are still members. I know that when a civ vetoes a vote they leave and cancel all treaties with those still in the UP, but it is very easy to reinstate the treaties. Or at the very least you should incur some diplomatic penalty with members for trading with a non-UP civ.

2) All resolutions should be visible, with the exception of those unlocked by tech, not what we have now where you get 5 resolutions at random to pick from.

3) A way for a civ that has left the UP to return to it. Maybe when they ask to return a new resolution can appear and be put to vote.

4) A resolution for all UP civs to declare war on a member that has left.

5) The Diversity In Trade Act gives a bonus to a civ that has trade routes with all members of the UP, this is a problem in games with lots of civilizations where there are more civs than trade routes available to a civ. In one game I was trading with all major civs yet I still din't get the bonus, does it also require to trade with minors?

Another great idea. I dislike that if you vote no you leave the UP. I would rather it just  prevents the item from going into effect. Leaving the UP should have repercussions, maybe a reduction in global influence is also a good place to look. I also do not think the chairman should be given a bonus or at least reduce it to 10% and make the election process more fair. Right now all you have to do is have the largest empire and you are very likely to get elected and this snowballs into more power. I would say just 10% influence bonus, the ability to select resolutions and maybe a slight global empire increase to income, say a flat amount of credits or 10 or 15 percent increase to income for the Home Planet of that empire only.

A civ does not leave the UP for voting No. It leaves the UP when vetoing a resolution that passes. Though I dislike that the resolution doesn't take affect if it is vetoed.

Regarding the bonus to influence you are talking about the UP headquarters? Yes, the 50% is rather overpowered since it is empire wide, it should only be for the planet that has the headquarters.

Well Influence needs some tweeks, right now it seems almost impossible for an Influence win.

Enticing under Ben(Prominence) is pretty much useless.
