Why can't IconPackager remember Icon Packages?

IconPackager seem to be really buggy on Windows 7 and it won't remember any IconPackages that aren't default. I will create a new icon package, copy it to the IP folder in Shared Documents, add it through IP and continue on my merry way...until I want to change the icons. Then one of two things will happen: The icon package will have disappeared from the list, or some icons will have disappeared from the package. It's really annoying because it means I have to manually reset each package, every time I want to change icons. Is there something wrong on my end, or is IP still incredibly buggy?

I load up the package and as soon as it loads fully I restart. Usually the icon pack stays intact. Only problem I seem to have is under Win 10 the icons seem to not load sometimes and even refreshing the folder will not make them come up.
