Silindros the Avenger, the hero you get from an alliance with the Imperium, can't equip swords even when he meets the level requirements for them

p.s you can get round this by , once you have silindros, enchanting a sword, saving the game, exiting the game, then starting the game again and reloading your saved game - then he'll be able to equip that enchanted sword
