Darkling Allies - Recruit Nen Ratcatcher

I need the "Darkling Allies - Recruit Nen Ratcatcher" achievement to get 100% Steam achievements* but am struggling to find him/her.

 

Google claims this is available through Fame for an Empire faction but there's been no sign in my last four Empire games - one of which I played to over 3,200 Fame.

 

Any tips on where Nen might be hiding?

IIRC, that is a random recruit at a certain Fame level. I think maybe the 50 or 100 level, but I am not at all sure. What you can do (if that is the right fame level) is save-scum just before hitting the fame milestone. And then keep reloading the game until you get the right random recruit. Think I didn't have to mess with that, as I just played that many games where, eventually I just had those type of recruits on accident. So you could always go that route.

Thanks for that - no joy at 50 Fame (many reloads, eight other heroes available followed by a run of sixteen reloads without a new hero showing up), but he was there at 100 Fame (first attempt - no reloading needed!).
