Will Start 10 still allow me to change search engines?

So I am wondering if this gets pushed thru if Start 10 will still be viable?

I hate cortana and I hate Bing even more. Will Start 10 allow me to remove Cortana and let me search ONLY local files on my computer like I want (After this update)?

I have Cortana turned off on win10. One of the first things I did. Can't even see it. I use Start 10 and Windowblinds 10.

Start10 uses the Windows Indexing service to search local files.

Thanks for the responses. The issue I posted was that with the next update Cortana will not be able to be 'turned' off and you will be 'forced' to use 'bing' for all searches. GAH.... Bing? I thought that went away like 'Ask Jeeves'...
