Xandar WB on Windows 10 Anniversary with custom RocketDock skin (since my ObjectDock doesn't work) Wallpaper is a photo I took in my hometown of Penn Yan, NY.
Hmm... looks like WB isn't quite as it should be on this OS........the taskbar clock color isn't following the "rules"

Yup, no matter what color you set the clock text to, it stays black in the Anniversary Edition of Windows 10.
Doesn't do it on Alpha Nebula. O some other skins yes but I haven't checked them all out.
Hmmmmmmm, RND had the black text issue on the anniversary edition of 10. Maybe it's just certain situations.

The clock text color is as follows:
Normal state is controlled by the taskbar button text activated state
Mouseover/pressed is controlled by the taskbar button text unused(ignore)......this, however changes the normal state to the same color!!!

If you are talking about settings in SKS 10, they are all screwed up for sure! What they say is not what they do in a whole lot of cases. 
But the colors you are talking about have nothing to do with the clock text color in SKS 10, that is set by the Clock text color setting in the Horizontal Taskbar area.
Normally yes. Open sks and test it out (if you have win 10 anniversary) The clock text is being defined by the taskbar button text settings!
Wearing Vantage now and the clock text started off black. I keep my taskbar hidden so when I mouse down to the bottom of the screen the taskbar pops up with white clock text.
No skinnable apps what so ever - going completely commando.
Only SD apps present are Fences and Multiplicity.
OutLander......alive and well on W10 Anniversary update. Rusty squares up top on OD.
Need to charge stuff up? This one'll do it, for music anyway. Finished it the other day.
