Ships not granted

During a stand alone game Turn 77, I fulfilled the requirement for Malevolent Aggression V.  At this time (and for the next 3 turns) the Overlord class vessel was not granted to my worlds.  Any help on where to look/...

Never had any issues with this. I just got 36 of them. They are to the right of each planet.  1.61 opt-in and no issues, but again, I've never noted that this was broken.

I just unlocked this trait and got the ship appearing to the right of my worlds.   Note that "overlord" is a general ship type and the ship name varies between factions.  

Do you have a save game with the missing ships?
