How do I increase ship cost and reduce ship range.

I have read the modding guide and attempted to use the search feature on this site for a previous post that may be asking the same thing. I want to make the game more about exploration and trade instead of combat. My plan to do this is to raise the cost of ship maintenance dramatically and reduce the range ships can travel. The goal is to make galaxy spanning fleets impossible, requiring influence to be the primary weapon for expansion. Limiting range should slow down expansion and make trade more valuable. 

 

I am unable to find the Def. files that control these two aspects of the game. I would also like to hear any suggestions on optimal numbers to start with.

I think your best best is shiphullstatdefs.xml. You can reduce the base range of ships and the base maint cost. It'll work VERY well to reduce range, as many range increases scale primarily off of hull base, but won't change maint a lot because components make up most costs. But you could add a +% maint cost to each hull that would make up the difference.
