Why do arctic wolf skin cloaks take up the Chest armour slot?

When i equip an arctic wolfskin cloak it puts it in my chest armour slot, removing the unit or hero's armour. This isn't how it's meant to work i'm assuming? seems like a programming error.
Also it seems to be possible to equip any number of other cloaks at once, which doesn't seem right either.
