Fullscreen Display Bug

Native resolution is 1920x1080 and I am unable to raise UI scaling past 80%.  At the current 80% it I have trouble even using the in game menus because my mouse is 2x the size of the individual menu items.  Also, resolution is listed as (default) I don't know if the game has chosen the correct resolution and I don't know how to change it if it has chosen an incorrect one. 

Edit: The default menu item in the settings is grayed out, which is why I can not change or even see the resolution which is chosen. 

Edit 2: After hunting down the config file i was correct. The resolution chosen was not the native resolution of my monitor and correcting it in the config file seems to have solved the UI problem.  Another issue i have found, is with border-less windowed i can not edge scroll with the mouse. Trying to find the fix for that currently.
