Starbase Mod help needed

Im fairly new at XML and mods. What i am basically trying to do is change the minimum distance needed between star bases. The game defaults it to 5 hexes .... what XML file governs this?
i have to imagine there is probably just one line of code that needs to be modified from "5" to "3" or "6" ?
Is anyone able to help ?
