hitting report button results in a crash

Anyone have this problem?  I've neared the endgame and didn't have any problems.  Now whenever i hit the report button the game thinks, then crashes.  Also i can't attack the enemy armies, it just gives me the chat icon with a red circle with a slash through it.

As an update i started a new game and it works fine.  Its only in that saved game i'm having problems which sucks since i already sank a bunch of hours in that game.
