GalCiv2 V2.2 not installing

I tried to do a fresh install of GalCivII v2.2 and the install file will not even start.i get a hour glass icon for a second and then nothing.

The previous version (2.04) works fine once i can get past the registration BS

System: winXP 64

Ram:4GB

Video:Nvidia GTX 560 Ti

Any ideas on this. I know i'm not the only one with this issue.

UPDATE: ok after playing with the files in the game folder i found out that the desktop icon is for twilight. I can run the basic version of Galciv2. 

Which only leaves me with more questions as i purchased the Ultimate Edition which has all the extras but i can't activate them.

So where do i find the serial for them. the serial that works with the original galciv2. but is not working with the Registration window, or the registration  window is broken, either way i can't play the other versions.

I also tried the some of the fixes in the knowledge base like this one. https://esupport.stardock.com/index.php?/Knowledgebase/Article/View/435/159/i-cannot-activate-my-game but it doesn't work.

Also my version is not a steam version. It is a downloaded retail (stanealone) version.
