In fact, the Stardock portal itself list Twillight of Arnor latest version as 2.04, while the glorious update announcement states that Galciv 2 was patched to 2.20 version.

Where am I supposed to get the update from?

It went on steam first. It needs to be packaged for other places (our own included). We hope to have it updated on the Stardock store page this week.
