Bug: Quantum Upgrades Icon Flashing

A new bug I was just noticing tonight. The Quantum Upgrades button is sometimes flashing even if I can't afford to purchase any upgrades. I haven't picked up on a way to reproduce it, it just seems to be occurring randomly.

This is because there are actually two more techs (that can't be chosen and don't do anything even if chosen). You probably have enough to get one of those. Yes, it is a bug.
