Bug tool tip popup

In game mouse hover tool tips disappear

The small popup tool tips flash up and then away in less than a second.  Never possible to read and happens every single time, every game.  By system info for testers:

CPU: Intel Core i7-6700 @ 4.60 GHz HD530
