Lost Gal Civ3 on steam

I am a founder member of Gal Civ3 and played it via Steam for a while.

Then my hard drive failed and now I cannot play it.

Steam will not allow me to download it again. They want another $50.

Is there anyway I can download it again for free, or get my $100 back ?

You should see it in your Steam library. Are you logged into the correct account? Make sure to also show all games in your library:
