Outpost and shards

I used a pioneer to build an outpost beside a shard, built a shrine on the shard (shard turns red). Then a couple of turns later, the shrine disappears and the shard is unclaimed again (blue). Is this intentional? I didn't see anything about this in the manual or online guides. It's fricken annoying and forces me to constantly micromanage the outpost shrines....
