Conquered settlements that surround a resource will not let you develop/build that resource

Several times I conquered a settlement that had buildings from the settlement surround a resource, but I could not develop (build) that surrounded resource. Examples include: clay pit, crystal crag and fruit grove.

If you click on the resource, then after half a second click again (not a double click), you can select the resource and build on it.
