Does ZOC Damage stack?

If I keep my ZoC continuous from city to outpost to city, does the damage stack from all of the different connected defense structures?

I think the overlaps do stack, but you can use up all your logistics on outposts, if your not careful.

I think I heard in a Dev stream that the city spells that affect enemies in your ZOC stacks and affects all of your cities' and outposts' ZOC. Is this true, I would start using them then.
