1.1 BUG I can cast 3 spells on my capital even though it only has 2 essence

I'm playing as Galor. I'll try to post a screenshot a later, but even the UI is telling me I have used 3/2 essence on this city.

I have had a city with 2.2 essence, and that .2 seems to be good enough to have an essence.

I actually also manage to cast 3 but the 3rd spell dont seem to have an effect on the city?
