Can't install

I'm on 10 home and the only user and admin and it just doesn't want to install. 65535 error. Can't run as admin can't turn off smartsense and taskmanger just flashes. I can't turn off defender either.

Baffled I've been using Windows since 3.1 and this just ticks me off
