What is this horizontal line?

When I "Pin to Start menu (Start10)", some programs appear above this line, and some below.  It looks messy, and I don't remember this problem with Start8.  I recall that the line was always at the top, just under "Windows 8 menu", which looks fine.

I presume it's to do with whether the program was installed for All Users, or just the current user.  However, that is a distinction I don't care about.

Interestingly, I've found that I can drag entries from below the line upwards, above the line, but once they're there they won't drag back down again.  I don't think this looks very good, and I don't think it's a particularly good or intuitive behaviour.

I'd like to see the line just under "Windows 10 menu" and all the added programs below the line, which is how I believe Start8 worked.  

Would someone from Stardock explain why it behaves this way, and whether it could be changed?  Any other comments or thoughts?

The line separates recently used programs with pinned programs and is not a "problem". This is how it has normally been since basically forever.

Above the line you have pinned programs and can drag them to change the order.

Below the line is recently used programs. These cannot be re-ordered.

You can remove items from both lists my right clicking on an item and selecting remove.

Ah, thank you!!  All I had to do was un-click "Show recently used applications" on the 'Configure' page and now it just shows the programs I've pinned.  As a user of Start8 until a few days ago I'm not sure why I forgot about this!  I guess it's cos I switched them off right at the beginning and never thought about them again.

This has prompted a feature request - separate thread.
