Despite reserach victory being turned off, there is still the diplomatic penalty - should this not apply if research victory is off?

The diplomatic penalty for pursuing a research victory is still there even when the research victory is still turned off.

 

Much like how in Elemental: LH, the attempt to build the Towers and the Forge of the Overlord would trigger a penalty, there seems to be a penalty in GC3.

It also continues even after you've won.  I won an Ascension victory right as it was getting interesting, so I decided to keep playing.  I still take the huge negative penalty for "pursuing a scientific victory".  In general, this seems to be a rather strong penalty.

Seems like a oversight, but it does make me think, maybe there should be a small diplomatic penalty for being the most technologically advanced? In all games.
