[1.0.0] All minor factions use the imperial settler

I do not know whether it is a bug or by design, but all the minor factions use the graphics and tool tips for the imperial settler.

"You dare to attack the mighty dwarven nation?"

"What do you mean? I attacked an imperial settler. I have no problems with my friends the dwarfs."

"You liar. We are going to cry and whine to the Sorcerer King about your unwarranted aggression. We will join him just to spite you."

"You short fused bastards, it was your own fault for using a wrong settler. I will make short business of your existence. See how you like it when i burn your little homes to little piles of ashes."
