Monster gifted race

I won twice on normal and decided to play against gifted opponents. The Altarians were doing a little better than me, 9 colonies vs my 6 and had a few techs on me. Then I met the Thalians and they had 19 colonies and 20-30 techs I had not touched yet. What gives? Were the Thalians glitched to genius?
