Windowblinds not start up with the Windows

The windowblinds is not starting with Windows, and am having to click the shortcut on the desktop to activate the theme that it offers small meeting since desistaled and installed again but the problem remains. In msconfig and ASC it is marked to start with Windows but still does not start. My OS is W7 professional and the Windowblinds is 8.1

Did you reboot after the uninstall and again after installing WB?

I not did it, but I will do these procedures now
