Request Constructor ?

So i am not sure what the point of this feature, i spent 10 minutes with all my Starbases setting request constructor on them, but i still have to send the newly built constructors to the starbases.

Am i missing the point of this ?   One would assume it would allow more automation of upgrading, but if i still have to tell the constructors where to go it is actually an added step for no reason.

I hope there is some obvious thing i am missing here.
