Start8 functionality on win 8.1 Desktop?

I am using two low res, external monitors. Is there a way to put Start8 functionality on the desktop?

Start8 is only used on the desktop view in Windows 8/8.1.

If you mean can you also have the start button on additional taskbars, this is an option in the settings.
