Beta 4 - confusing black market issue

So the black market items are random. I love this. The only issue is with the pairing of the spy and the hologram. I think those two should be linked together so that when 1 appears the other is there as well as an item (even if it means you have to have 1 more black market item than normal). At least spy shouldn't be a standalone without hologram. 

I played a game where the spy option was available in the market but there was no hologram. What's the point of buying it if people can't disguise their buildings anyway?

The spy does other things as well, such as show you if a building has a goon squad on it, as well as what the building is doing if it's a special building (such as sending oxygen with 23 seconds left to go). However, I feel that if holograms are on their own then they are potentially too powerful, so I woudl be ok with the pairing

If you use a spy on a tile that has as a goon squad does it trigger the goons squad and remove it or just tell you that the tile has a goon squad on it?
