Is GalCiv2 DRM free and are there any differences between Stardock and Steam versions?

I see that Steam's version is 2.04.19 while Stardock's is 2.04.17. Any reasons for different numbering?

 

Also, I remember the game had some kind of online activation DRM, but I downloaded it today (from Stardock) and there seems to be no such thing. Was DRM removed in one of the earlier patches?
