Weird AI colonizer behaviour: turning back at the last moment

Take a look at this:

It's turn 134, and I've set my AI faction to soak up against an AI Yor on Medium.

My AI is expansionist, and has found a world to settle; that colonizer has been on its way for 10 turns or so.

But now that it's arrived... it turns back. It continues this behaviour (approach, stop, select new destination way back in friendly territory) over and over again, until around turn 185, when the Yor Ai finally colonizes that world. 

 

In the mean time, there are a bunch of amazing worlds about 20 hexes away, explored and inside colonizer range. Completely ignored for over 60 turns while the colonizer goes back and forth by that planet:

 

 

Eventually the factions go to war, which I guesss is a distraction, but those worlds are only colonized on turn 312. Indeed, they're all colonized on the same turn by a fleet of 4 colonizers my AI faction sent out at once.

I saw a similar behavior with an AI survey ship.  Went straight to an artifact, stopped in an adjacent hex, then went the other way.  Leaving me a free tech advance. Odd.

Another example of similar behaviour:

 

 

 

There has been a colonizer parked in the bottom left for a long while. Long enough to build another colonizer, and two constructors. It once selected the indicated planet as a destination, moved a single turn, but then first selected the planet along the NW edge of the FoW as a destination (it was still unexplored in the FoW at the time), before changing its mind again and returning to the rally point.

This goes on for dozens of turns, untill the AI suddenly decides it's ready, and it colonizes all the worlds in one big wave.

Didn't we see a similar behavior in one of the Dev streams?  Paul was watching it and wondering why the Krynn? were doing it.  Huge fleets of ships, all buzzing around a single way point, moving on it and then off it, then back , then heading somewhere only to come right back.  He was wondering what they were up to.  

I even thought he did a save game and planned to look at it. 

Anyone else recall this? I'd hate to have to rewatch all those streams.

I saw it i think it was on the dev stream 2 weeks ago but as i recall he was more worried about why they had so many ships then what they were doing

Yeah, that's right, he was more worried about how they could afford all of them, not their behavior.
