Question on Creating custom Art and animation

what are the file type and dimensions for custom faction art and animation?  I'd like to try making one for a custom race I had in mind.  Would like it to be similar to the one built in.

Animation right now requires Bink2. The devs are looking into a different method because Bink2 is a premium software package unlike Bink1. 

Look for a dev journal on the custom faction. However, the game will stretch out or shrink the image as needed. You may get distortions though.

Foreground and backgrounds are 1920X1080 PNG

Portraits and Flags are 128X128 PNG

You can do any resolution or size, its just the aspect ratio that matters, so for the portraits I often do 500X500.

Where do I place the files?  I put it in mod folder and it doesn't come up when I create a new race.

im no modder but i was curious so looked up alternatives to bink program

i know one of them appears to be open source but the rest im not sure the restrictions. i was  curious if the devs one of these would work if the devs implented it? though it if was that easy they probably solved it by now. :P
