Where is the Galcivpedia?

Seriously, where is the Galcivpedia?  The tutorial is rather weak.  It didn't show me anything I could have figured out in 5 minutes.  It would be nice to have an encyclopedia like listing of building, their affects, exotic materials and their effects.  I have a planet with Elerium and it says that it carries a bonus and it looks as if I could build something on it, but what?  Simple stuff like this should have been explained.  I bought my version digitally through Steam.  Is there a paper manual that would have explained these things?  I'm having fun with the game, but I'd have more fun if I knew how these things worked.
