Blank Outlined Window When Dragging (self solved)

Hey guys, I know I have seen the remedy for this before, but does anyone know what causes an explorer window to go blank, with an outline, when dragging?

Windows 8.1 64 bit.

What puzzles me is how the setting got changed? I didn't do it, and no one else uses my PC.
