Beta 5 .81 Unable to offer treaty to Krynn

I have established Open Boarders treaties with the Iridium and Thalan, and a Free Trade Agreement with the Iridium.  When I speak to those leaders, I have the opportunity to offer those treaties, plus Alliance, Exploration, and Non Aggression Pacts.

Yet when I speak to the Krynn, no treaty options are available at all.  Is this a bug, or is there something special about the Krynn that has somehow escaped me?

I think offering a treaty requires good relations.  Could that be the problem?

Perhaps that's it.  They are "Cool" right now, I wanted to use an Open Borders treaty to improve their disposition.

I believe the problem is explained by the fact that the Krynn are cool to me, and I haven't yet been able to raise their disposition.  If in fact you shouldn't be able to offer treaties unless relations are good, then this is not a problem.
