Enhance Land Won't Cast

I'm pretty new to the game so it's possible I'm doing something wrong or if this already a known issue, but I can't get Enhance Land to cast.

Description says it will turn grassland fertile, but when I attempt to cast it, I get the error message "This spell can't be cast on grassland."

The spell that turns marginal land into grassland is working just fine, though.

The enhance land and harvest spells all need some work. The spells should work on all terrain types, I am annoyed that darkland mountains are somehow different than other mountains.

I think the problem is it is very difficult to tell, which kind of terrain you are targetting. The spell description should maybe be more clear about what types of terrain can be targeted (and not targeted). 

From the last video stream it is seems that the latest internal build has some kind of information showing terrain information.
