Additional replies would exceed the limit for new accounts

I am a little confused as to why when I try to reply to a post, I get this message in the quick reply box at the bottom of the page:

"Additional replies would exceed the limit for new accounts. If you have an issue regarding a product that you purchased and need assistance, please contact [email protected]."

Can someone just explain and whether or not it is temporary?

*edit* Probably should have mentioned this was on the Gal Civ III forum although I have the same message here.

Unaware of such a restriction. Mods will need to clarify.

Spam protection, so it's just temporary.

Basically it prevent new users from posting a bunch of messages.
