Can you change city enchantments?

The early available city enchantments are pretty weak.   But you want to use them early on so you can as many 'benefits per turn' as you can. 

But later in the game when you have a lot more mana and much stronger enchantments you don't have open spots to use them (unless you've saved some). 

So - can you undo an enchantment so you can put in another one?

Yes, either via the "Enchantments" tab via the govern button (lower right corner)

or

Go directly into city and click on the small X near the spell icon in the upper left of the city screen.
