Start8 corporate license server not working unless a user is logged on

Hi!  I'm having a major issue with the corporate license server.  I can't get it to work.

Windows Server 2012 R2:

So I ran the corporate installer with the command line LicenseService.exe action=Install

I have validated that the service gets installed and starts.

I have validated that going to the -link removed- that the service functions.  I have validated that the service is running as Local System.

However, when I log off the server and go to -link removed- the site stops working and I cannot activate. 

I have tried changing the Service Logon to my Domain Admin account.  I have validated that the website works when I'm logged onto the server.  However, when I log off, the website stops working.

All firewalls are off, and I can telnet to the server over the designated port when I'm logged off.

Any ideas on what I'm doing wrong?
