Buyout AI bugged?

So what happened to me last game was that a player with a good standing DC'd and went AI. I was about to skyrocket when that AI started buying me out, and I couldn't buy my own stock because AI wasn't bought out yet. Very frustrating. A bug or is this intended?

As I understand it, that doesn't happen.
